Paraguay’s Gambling Market Hits Record Revenue Following Liberalisation

Paraguay’s gambling sector delivered its strongest financial performance on record in 2025, generating PYG215.9 billion ($32.6 million) as regulatory reform reshaped the market. New figures from Conajzar underline how the country’s shift away from monopoly control is already translating into higher revenues and stronger oversight.

Record-Breaking Year for Gambling Revenue

According to the National Gaming Commission (Conajzar), gambling revenue in Paraguay reached PYG215.9 billion in 2025, representing a 22.9% increase compared with 2024. Monthly revenues remained consistently strong throughout the year, with only January falling below PYG16 billion.

September emerged as the best-performing month, with revenue approaching PYG20 billion, highlighting steady demand across licensed gambling activities.

Liberalisation Reshapes the Market

The record results followed the introduction of Law No 7348/2025, signed in May, which fundamentally changed Paraguay’s gambling framework. The legislation ended the long-standing monopoly model and opened the market to private operators under a regulated licensing system.

Previously, national gambling activities were awarded exclusively through public tenders. Under the new law, Paraguay is transitioning toward a competitive structure, with further sports betting licences expected to be tendered. Currently, Aposta.la remains the only authorised sports betting operator, with its licence running until 2028.

Regulator Gains Stronger Tax Authority

Another key reform placed Conajzar under the supervision of the National Directorate of Tax Revenue (DNIT), significantly strengthening its enforcement and collection capabilities. The move was designed to improve fiscal oversight, reduce non-compliance and increase state contributions from gambling activities.

While initial projections suggested tax revenue could potentially double compared with 2024 levels, the 22.9% year-on-year growth is already being viewed as a strong validation of the reform strategy.

Paraguay Positioned as an Attractive Market

Conajzar President Carlos Liseras has repeatedly highlighted Paraguay’s appeal to international operators, pointing to its low regional tax burden and growing regulatory clarity. The regulator confirmed it is maintaining close dialogue with both existing licensees and prospective entrants as the market continues to open.

Authorities have also strengthened cooperation with domestic and international institutions to improve controls, share intelligence and enhance supervision across the sector.

Momentum Builds for Long-Term Growth

Paraguay’s 2025 performance suggests that liberalisation is beginning to deliver tangible economic benefits. With stable monthly revenues, improved regulatory oversight and further licensing activity on the horizon, the gambling sector is positioned to play an increasingly meaningful role in the country’s fiscal strategy.
