The GCGRA and Abu Dhabi’s FSRA have signed an agreement to strengthen regulatory cooperation as the UAE’s commercial gaming market develops.
The General Commercial Gaming Regulatory Authority (GCGRA) and the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market have signed a memorandum of understanding aimed at strengthening oversight of the UAE’s rapidly developing commercial gaming industry.
The agreement creates a formal framework for cooperation between the two regulators, covering information sharing, coordinated supervision, investigations and policy discussions.
It comes as the UAE continues to establish the regulatory foundations for a commercial gaming sector that now encompasses iGaming suppliers and operators as well as the country’s first land-based casino development.
The MoU is designed to provide greater regulatory certainty for companies operating within Abu Dhabi Global Market (ADGM) and businesses connected to the wider UAE gaming ecosystem.
As an international financial centre, ADGM is home to financial institutions and intermediaries whose activities can intersect with commercial gaming companies.
The cooperation between the FSRA and GCGRA therefore aims to ensure both authorities can effectively exchange information and coordinate when their respective regulatory responsibilities overlap.
GCGRA CEO Ciarán Carruthers, who took over the position in June, said cooperation between regulators will be important in establishing the credibility of the new industry.
“Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation,” Carruthers said.
“This MoU gives GCGRA and the FSRA a clear channel to share information and coordinate supervision where our respective mandates intersect, which matters as the sector grows and the range of participants operating in and around it becomes more complex.”
The GCGRA was established in 2023 as the UAE’s federal authority responsible for regulating commercial gaming nationwide.
Since then, the regulator has gradually established a licensing framework covering different parts of the industry and has issued licences to companies including gaming supplier Endorphina and Yolo Group.
The development of the regulatory framework has opened the door to a new commercial gaming industry in a country where gambling opportunities were historically highly restricted.
The UAE has also started licensing consumer-facing gaming operations, creating an emerging regulated market attracting increasing attention from international operators and suppliers.
FSRA CEO Emmanuel Givanakis said closer cooperation will become increasingly important as financial services, technology and gaming businesses become more interconnected.
“This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence,” Givanakis said.
“Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks and ensuring that regulatory frameworks evolve alongside innovation.”
The agreement therefore provides both authorities with a mechanism to respond jointly to emerging risks while the UAE continues developing its regulatory approach.
The regulatory cooperation comes ahead of another major milestone for the UAE gaming industry.
Wynn Resorts is preparing to open its Wynn Al Marjan Island resort in September 2027 after receiving the UAE’s first commercial land-based gaming licence in 2024.
Wynn remains the only operator to have secured a land-based gaming licence in the country to date.
The resort is expected to become one of the most significant developments in the emerging UAE gaming market and will further increase the need for a comprehensive regulatory ecosystem around gaming operators, suppliers, financial institutions and other service providers.
With more companies entering the sector and the country’s first casino resort approaching its opening, the GCGRA-FSRA agreement represents another step towards building a coordinated and mature regulatory framework for commercial gaming in the UAE.
